You know that Puerto Rico is an island with destroyed ports. All the food, drinking water, supplies and all the Poles, transformer, and line equipment need to come overseas. Not to mention that the hurricanes in Texas and Florida probably depleted distributors stocks. Plus you have to get lineman and there trucks and equipment there.

Part of the problem is the power grid. Puerto Rico is barely a second world country... in many ways they are far behind the US. Part of that is because they have chosen to remain a territory rather than a state.
